Purpose of ToggleMode: This utility allows the switching of any Win 32 platform from 'normal' startup mode, into a 'safe with command prompt' like mode, and back to normal. The ToggleMode utility is especially usefull for the handling of viruses and malware on Windows 32 platforms, as well as conducting Windows repair tasks. ToggleMode is unique in providing a 'safe with command prompt mode' to NT, Windows 9x, and ME, that without it, do not have such native mode.
Attempting the removal of an active virus or worm, when Windows is running, will most probably fail as the active process will not let delete, rename, or move its file. Such files are said to be “locked”, meaning that they cannot be manipulated as they are in use by Windows.
Windows 2000 and XP offer a special startup mode, known as ‘safe mode with command prompt’ (not to be confused with ‘safe mode’, plain), under which virus removal can be carried out without interference from an active virus. The difference between ‘safe mode’ plain, and ‘safe mode with command prompt’ is that under the latter, Window’s Explorer.exe shell isn’t started, and CMD.EXE (the DOS shell application) is used instead.
While Microsoft provides a ‘safe mode with command prompt’ for W2K and XP, there is no such mode in NT, Windows 9x and Millennium.
The ToggleMode utility provides Win 32 platforms - including NT, 9x and ME, - with the ability to start in a ‘safe with command prompt’ like mode.
Although virus repair tasks under Win 9x and ME can be carried out from DOS by restarting the computer to MS-DOS mode, there are advantages in carrying out cleaning tasks from a Windows safe mode with command prompt, on these platforms too:

Moreover, Windows system utilities that may be required for manually removing viruses, like REGEDIT, Task Manager, etc., are available to assist the task
The Toggle Mode utility is available from NetZ server. There is no need to download the utility, although there is no restriction to save it locally, as it will install itself to Windows the first time it is run. Run Toggle Mode from the server to install the TogglMod command to the system.
Use of ToggleMode
To initiate “safe mode with command prompt”, run the command TOGGLMOD from the desktop ‘run’, select ‘Safe’ when prompted, and restart Windows. Windows will restart in command mode.
Note that under NT/W2K and XP, you need to log in with administrator permissions in order to conduct corrective maintenance.
Antiviral corrective maintenance should be conducted when in ToggleMode's "safe" mode.
To restore Windows’ normal mode, run TOGGLMOD from the command line, and press N for ‘normal’, or just Enter, when prompted. You may now type EXPLORER and Enter, and Windows will restart. Or you may restart the computer to resume Windows’ normal mode.
